Cascadia’s new Garlington Health & Wellness Center will be one of Oregon and the Northwest’s leading integrated mental health, addiction treatment, primary care and wellness services clinic when it opens fall 2017.
Driven to improve the health for those we serve and to further our goal to improve the quality of life for all Oregonians, Cascadia has embarked on the capital redevelopment of our Garlington Center in NE Portland on NE Martin Luther King Jr Blvd to establish a new community-centered campus. The new campus will be home to the Garlington Health & Wellness Center clinic – offering integrated primary care, mental health, addiction treatment and wellness services all in one location. The clinic will serve individuals (adults and children) who are living with mental health or addiction challenges and who often face poverty, homelessness, trauma, chronic illness or other major health disparities.
Cascadia’s plans for the new clinic innovate the delivery and model of mental healthcare and addiction treatment with the integration of primary care services to treat and provide medical care for illnesses and chronic diseases such as diabetes, hypertension and arthritis. With the delivery of integrated healthcare with expanded wellness programs and classes, we are treating and supporting an individual’s whole healthcare needs and promoting healthy lifestyles.
Wellness programs will include community spaces such as a teaching kitchen, health education classrooms, resource library, and a community garden; and host nutrition and cooking classes,exercise lessons, parenting programs, First Aid, and more. Integrated care contributes to improved health outcomes, reduces the financial burden on area hospitals and emergency departments, and increases healthcare cost savings.
In support of our plans to establish the new Garlington Health & Wellness Center, Cascadia has launched Building a Culture of Caring, a $3.5 million community giving campaign. Our campaign is community focused and we look to honor our supporters and recognize their gifts through events, groundbreaking and ribbon cutting ceremonies, and campaign activities.

We know that mental health and addiction challenges can impact lives in many ways and we know that the benefits of integrated healthcare contributes to an individual’s ability to achieve improvements in health. We also know that placing individuals and families in homes first provide a safe, familiar environment in which to heal, recover and regain independence.
While the new Garlington Health & Wellness Center will anchor our community-centered campus, we also plan to build a new 52-unit affordable housing apartment building. Cascadia has a long history providing affordable housing solutions and with this new apartment building, we continue our commitment to offering communities affordable housing options.
Our new campus will have economic benefits to the community through investments made in workforce development and employment opportunities. Coupled with the addition of residents in the apartment building, and individuals and families visiting the Garlington Health & Wellness Center, these activities will positively impact the neighborhood, area businesses and nonprofits.
The Garlington Health & Wellness Center History
The Garlington Center, as it is known today, was dedicated in honor of the late Rev. Dr. John W. Garlington Jr and his wife, Yvonne Garlington, who together had established a compassionate voice for Portland’s African American population within the social services community. Dr. Garlington was a leader for social justice in the areas of education, employment, police-community relations and ministries to individuals and families experiencing poverty, hunger and homelessness. The Garlingtons’ died in a tragic car accident while traveling in Florida in 1986. In honor of their remarkable contributions to the people of Portland, Cascadia moved to permanently rename the Center in 2006 to recognize Dr. and Mrs. John Garlington’s legacy.
